If they dont have an intervening if (meaning the part the card that says if you have the citys blessing is its own sentence), then the trigger will happen regardless of if you have the Citys Blessing or not, but will not do the part of the trigger that references the Citys Blessing (for example, Kumenas Awakening)

You don't need life points until you are about to die, unless you feel the urge to pay them to do something silly like draw extra cards

Wizards of the Coast could always change their mind and pare this back for future sets, but making these new IP adaptations ready to play in tournaments and beyond is the plan for now
