That's why it's higher, and it swaps scry for the ability to pull off six to exile an opposing dork for two Orzhov colored mana, recursive removal, and exiling makes that stronger
I dont think that appearance had as much to do with this precipitous climb as the fact that the card was a $0.50 substitute for a $12 Grave Pact but as those two prices converge, its looking more and more like you just play both and a lot of people play Butcher of Malakir as well
It's around #14 or 15 on my list and not in the Top 10 proper, but the ability to force someone to discard, and destroy artifacts and critters with one number is a very precise scalpel that destroys what you need, but tends to leave your own stuff alone
