This is not especially hard to do in any five-color deck, but its even easier if youre also playing Leyline of the Guildpact, which you probably should be doing in a five-color deck anyway (unless its Commander, where it is very banned)
With this secondary effect, Legacy Energy seems less about actually giving Energy advantages to the attached Pokmon card and more about operating as a countermeasure to the risks that are involved with playing more powerful cards
While some may object to an individual card or two here, for the most part these changes seem hugely positive
